• Foreign Policy has a June 10 2016 article, "Preventing a Blackout by taking the power grid offline".  The article discusses suggested legislation to set aside money to study replacing state of the art digital controls with more retro cyber-resistant analog ones
• The Hill has a May 20 2016 article "Why a Power Grid Attack is a Nightmare Scenario".  Gives a pretty good quick summary to date, with some political angles.
